Abstract:	第二次石油危機以降、先進諸国からのダンピング、新興国の追い上げに直面した台湾の石油化学工業は急速に競争力を失った。産業は自己完結の一貫生産体系を整えたが、原料価格の決定をめぐって部門間の利害が対立し、衝突が絶えず起こった。本稿は石油化学工業の発展を例に、産業秩序政策の運用を検証する。この検証を通じて川上、川中における生産の規模経済の発揮、並びに原料の充分な供給確保、また原料を川下諸部門へ国際市場価格で獲得させるため、政策当局がいかに政策を運用したのか、そのメカニズムを明らかにしたい。政策は貿易規制を利用して国内市場を確保する一方、国際市場の価格を国内に連動させることを通じて、疑似的な市場メカニズムを創出する。換言すれば、政策の目的は、産業の生産、価格決定への介入によって、部門間の信頼関係、競争力を強化し、自己完結型生産体系を構築することである。
