    Abstract: 文化大革命（ 1966-76 年） の始まりから 50 年以上が経過した。従 来の研究は概して、文革期を民族工作全般が「 破壊」された時期で あったと見なしているが、本稿の事例分析が明らかにしているよう に、中国共産党（ 以下「中共 」）の 党組織再建に際し、少数民族自治 区の上層部に新しい少数民族エリートが出現した面もある。その背 景には、1969 年の中共第九回党大会以降に唱えられた「吐故納新」 の政策理念により、新しい政治エリートが上層部に登用されていた ことが関係している。文革期に登場した中共体制に親和的な新しい 少数民族エリートは、文革後長期にわたり上層部に定着することに なる 。（なお 、「エリート」の 定義は少数民族自治区党委員会常務委 員クラス以上の人とする ）。
