Abstract:	2017 年 11 に第二期習近平政権が始まった。第 19 回党大会の「報告」を中心に政権そのものの特徴や内外政策を分析すれば、 ①習近平体制はかなり安定し、長期政権となる可能性が高まった、 ②対外的には「一帯一路」戦略、軍事力の増強を軸に影響力の増大を図ろうとしている、 ③しかし、国内的、対外的に比較的深刻な課題に直面している、 ④したがって、国内民衆への配慮した政策と、対外的にソフトな外交を少し強めていかざるを得ないだろう。 ⑤但し、台湾問題をはじめ、「主権」に関わると認識している問題、戦略的な問題では強硬路線は堅持されるだろう。
