    Abstract: 権威主義は近年、比較政治学の分野において重要な研究テーマと なっている。 その焦点は体制内部の権力分配だけではなく、政権に 対する社会からの圧力にも向けられている。中国が 40 年近くにわた って実施してきた改革開放は、急速な経済成長をもたらしただけで はなく 、国家と社会の関係にも変化をもたらした 。とりわけ、近年 、 社会的勢力が拡大するにつれ、市民の維権要求と国の維穏の間に大 きな矛盾が生じている。 本論は独裁的な政治形態および国家と社会 の関係の理論的観点を出発点とし、 習近平氏が権力を握る前後の社 会的勢力の台頭と党国の対応の変化を比較検討する。本論としては 習近平政権は国家強制力の運用を強化したと考える。特に情報通信 技術を掌握し社会のコントロールを強めた。これは共産党が推進す る「依法治国」および「 創新社会治理」と本質が異なる。 本論の終 わりには理論と政策意義を具えた結論を示す。
