Abstract:	転換点に立つ中国経済において、高度成長から安定成長への転換、供給側の改革を中心とした構造改革が重要かつ不可欠であるとの認識が、改めて強調されている。また、習政権が二期目に入り、具体的成果が強く求められると同時に、極めて強い権力を掌握しただけに期待も大きい。他方で、権力の集中、党主導の政策運営は改革を機動的に進められる反面、政策が硬直的になったり他の見解が軽視されること、調整役が不在となって副作用が拡大するなどの懸念もある。さらに極端な党主導と政府の拡大は、市場化の推進に逆行する面も多い。二期目の習政権が直面しているのは、経済・社会の安定を維持しながら構造改革を断行し、着実に政府機能の再編を進めて市場を主体とした経済システムに転換していくという極めて困難な課題への挑戦である。どこまで改革に切り込むことができるか、その対応と成果が大いに注目される。
