Abstract:	海甩外交係指一國使用軍艦支持外交政策的作為。長期以來，此一外交手段經常成為海軍強國介入他國與遂行侵略的工具，而予人不良印象。事實上，海軍外交的實踐係以不動干戈為原則，它是以武力威脅迫使對方屈服或放棄既定目標，而非使用武力制止其行動；再者，由於同艦運用的彈性與寬廣的能力，使得海軍外交亦成為一種絕佳的危機處理工具，而能用以化解衝突與避免戰爭。隨著海洋武力的擴散，具備兵力投射能力的海軍越來越多，加上海洋權益爭執的白熱化，將使更多國家於平時與危機中運用海軍外交，以謀取對己有利態勢。今天，海軍外交的運用不同於往昔，它不僅是海洋國家遂行外交與捍衛主權的工具，更是危機處理的最佳手段。
