Title:	亞太經合會政經發展與我國因應之道 The Political Economy of Asia-Pacific Economic Cooperation and Taiwan`s Responses

Abstract:	本文試圖從政經濟學的觀點出發，來分析亞太經合會發展意涵。事實上，APEC的政治意味相當濃厚，雖然APEC本身是一個經濟組織。同時，雖然APEC是一個非正式組織，卻是十分官方正式且高層次的接觸。其次，強調國際經濟關係就是國際政治關係，特別是在APEC的運作下，凸顯出以政治手段來干預經濟互動，而經濟利益的追求也將改變政治干預方式。不可否認的，APEC是我國參與層次最高的國際組織，雖然國際情勢對我不利，但掌握APEC的發展動向與其組織的制度運作，對我國經濟朝向成立亞太營運中心、走向國際化、自由化都有相當的影響，我國豈能不重視APEC的發展？以及有一套有效的因應策略？在本文裡，將分成四部分來探討：首先，簡單說明亞太經合會之成立經過與發展現況。第二，分析亞太經合會發展之經濟意涵。第三，探討亞太經合會之政治意涵。第四，解析我國在亞太經合會發展的瓶頸與困境。最後，提出我國因應亞太經合會之策略與原則。
