    摘要: 從歐洲整合的經驗來看，歐盟的整合是牽涉超國家機制、主權國家與利益團體三者在國家和社會層面的權力互動關係。傳統整合理論因為僅探討「國家中心主義」或「社會中心主義」的面向，對於國家的主權讓渡、國家角色弱化及利益團體、歐盟機制的外溢功能假設是過於理想化，也因此無法對歐洲整合過程中之停滯現象提出適當的解釋。整合理論的新發展趨勢便試圖將傳統國家與社會的分析面向結合起來，同時也考慮到時間因素對整合機制的影響，以及國家社會對於整合政策的回應，對於複雜的歐洲整合過程提供了更精確的解釋。
    The development of the European Union involves power interactions among supranational mechanisms, sovereign states,and state-and society level interest groups. Since traditional integration theories focus on either the state-centered or the social-centered viewpoints, however, they are too idealistic or too simplistic and thus unable to explain the power transition of national sovereignty, the role of interest groups, and the hypothesis of European Union’s spillover function. The recent development of integration theories tries to combine the state and social aspects. This development also considers the influence of time process factors on the integration mechanism and how the state and society respond to integration policy. Doubtlessly, this new approach offers us a more accurate explanation to the European integration process.
