    Title: 大陸西部地區特色産業發展的內涵與績效
    The Developmental Performance of Specific Industries in Western China

    Abstract: 在現階段討論開發西部地區發展策略的文獻中,發展特色經濟已被大陸中央政府或是西部的地方政府視為主要的發展途徑,西部各省份亦紛紛提出當地特色產業的具體項目。總括這些論點,似乎隱含了以下的命題,即發展特色產業可以帶動西部地區的經濟成長;而特色產業的發展可以成為支持地區經濟成長的主要力量。探究西部地區發展特色產業是否能帶動地區的經濟發展,是本研究的目的。為要驗證上述的命題,作者提出「特色產業」應綜合比較優勢原則與主導產業的概念,考慮該產業在市場上的重要性、產業本身的成長性及產業的關聯性。並以此「特色產業」的概念為指標,為西部地區的各省市選擇了十種左右的產業為「特色產業」,計算檢驗它們的成長率,並以實際的數據來探究它們對西部地區整體或各省市經濟成長的拉動程度及其對經濟成長的貢獻。其中並針對旅遊業作了進一步的探討。本研究發現,以2000~2001年來說,西部地區特色產業的成長速度及其對經濟成長的貢獻程度,雖有成長,但成長力道仍是不及非特色產業。以2000年為例,特色產業的成長,拉動西部地區GDP產值的3.59個百分點;在西部地區GDP成長率8.69%中,特色產業的成長佔有41.31%的貢獻度。2001年,特色產業的成長,拉動西部地區GDP產值的4.48個百分點;在西部地區GDP成長率9.59%中,特色產業的成長佔有46.72%的貢獻度。其中,旅遊業是各省共同的重點項目,透過本研究計算旅遊業專業化指數的顯示,西部地區的產業結構,明顯向旅遊業傾斜,在1999~2001年間,此種傾斜程度是在加深之中。相對西部第三產業偏向旅遊業的情況,西部地區和旅遊業配套的第三產業發展仍然不足。目前,大陸當局增加西部地區基礎建設的支持,應有利於西部地區旅遊業的長期發展。不過,先天地理位置的分佈,對西部旅遊業的影響還是居於關鍵地位。
    After surveying the literatures, on the economic development of western China, the most common hypothesis suggests that the development of some specific industries will enhance local economic development. The purpose of this article is to test this hypothesis. The article begins by defining the concept of specific industry. It includes the comparative advantage and leading sector principles. Based on this concept, the author chooses ten specific industries from each province and calculates growth rates, specification indices, and the impact of economic growth on GDP. The results show that western China`s specific industries had grown and made contributions to the growth of GDP in 2000 and 2001. In 2000, specific industries of western China increased GDP by 3.59%: contributing 41.31% to western China`s GDP growth of 8.69%. In 2001, the specific industries increased western China`s GDP by 4.48%; contributing 46.72% to the western China`s GDP growth of 9.59%. Among the specific industries of western China, tourism industry is gradually becoming more important to the economic development of western China. Chinese government has increased the investment on the infrastructure of western China in order to help the development of tourism. However, a key factor to the success of tourism is selecting the proper location development.
