Abstract:	所謂「政治談論」，也可說是政治傳播，其傳播的工具，不僅包含文字語言，也包含非文字語言的符號。貝爾（David V. J. Bell）認為只少有三種方式的談論，具有政治意義，分別是權力談論（Power talk）、影響談論（Influence talk）、權威談論（Authority talk）。為了進一步了解政治與談論之間的關係，必須先探討政治語言，而政治語言既是一種符號活動，政治傳播也是符號活動，包括了三個基本因素：（一）符號；（二）符號所代表的事物；（三）解釋。而政治語言的功用，不論是語言或非語言，文字或非文字，都影響社會成員的政治生活。語言符號是表示思想的方式，也是贏得政治利益，提高政治地位和確定政治地位的工具。政治語言符號也是圍繞著（一）物質的獲得；（二）政治地位的升高；（三）個人參與等三大目的而應用。
