    Abstract: 本文旨在從「力行哲學」的角度來探討新聞自由、新聞道德、新聞自律以及新聞事業民主化之關聯性。本文指出，要透過「力行哲學」來強化新聞道德與自律，必須做到以下幾點：(1)根據「民生哲學」新聞理論，制定「三民主義」新聞政策：「民生哲學」的新聞政策，應確定新聞事業之基本性質是文化與公益事業，而不是營利事業，也不是階級鬥爭與政治宣傳的工具；(2)修訂新聞法規，力行新聞事業之社會責任：新聞政策僅是新聞事業的指導綱領，如要讓政策落實，必須有健全而進步的新聞法規；(3)加強新聞人員專業教育，力行新聞道德規範；(4)強化新聞評議會，力行新聞自律與公共監督：新聞事業應自行制訂「報業道德規範」，實行新聞自律，並且由公眾領袖組成「新聞評議會」。
