    Title: 新聞自由與社會責任

    Abstract: 各種報業或媒介理論，對於新聞自由的概念有不同界定，各社會或政治體系在實際做法上，對於新聞自由也有不同的限制。本文旨在探討四個具有代表性的新聞自由之概念與模式，並藉以研擬我國在復興基地現階段新聞自由應有的理論取向。首先，第一種模式，是一般西方民主國家最普遍的「自由報業理論」（Free Press Theory），認為新聞媒介是「觀念與意見的自由市場」，但西方各國在自由報業理論下，對於新聞自由也是有不同程度的限制，本文就美國、法國兩國做了不同的介紹。其次是蘇聯的模式，蘇聯及其他共黨國家一樣採信馬列主義的媒介理論，認為傳播媒介是共產黨重要的宣傳工具，對新聞媒介的控制十分嚴密，都須經過新聞檢查，壓制了新聞自由與控制人民思想行動。第三種模式則是開發中家或第三世界國家所提出的「發展性媒介理論」（Development media theory），或稱「發展性新聞學」（Development Journalism）；這是第三世界對西方自由報業新聞的一種反應，由於長久以來西方國家對於第三世界不平衡、單向文化產品或資訊的輸出，使得第三世界產生依賴，所以提出「資訊與新聞自由平衡流通」的概念。最後一種則是因西方自由報業的新聞自由在國際上受到挑戰，而由芝加哥大學校長霍金斯所領導的「新聞自由調查委員會」所提出的「社會責任」（social responsibility）概念，主要觀點是認為大眾媒介內容應反映社會良知，不只是報導事實，也要作為大眾福利的守護者，在必要時激勵政治行動。
