    Abstract: 本文譯自《經營管理英國廣播公司》（Governing the BBC），原作者為亞塞．布瑞格斯（Asa Briggs）。作者主張要經由制度結構的比較，以及歷史追溯的方式來了解英國特有的廣播制度，同時也強調研究英國廣播不能脫離整個大環境，需考量英國的社會經濟政治結構等背景因素。本書共分成六部分：簡介－一個人如何管理BBC、第一章：權力和表現、第二章：委員介紹、第三章：公眾監督、第四章：事件摘錄、第五章：不定的未來。而本文所翻譯的部分則是原書的後四部分。接續前一篇譯文，本文由第二章「委員介紹」開始，針對英國廣播公司（BBC）的管理委員會做了詳細的介紹，包含各屆的主席、副主席、管理委員，以及在不同時期下管理委員會的作為。本文接著針對BBC想達到的「公眾監督」做了論述，在此部分中，引用了不少對於BBC是否有做到公眾監督職責的社會評論，特別是強調BBC為了了解公眾，應保持獨立，避免政治力介入。而後，本文則透過九個具有代表性的事件來代表不同時期中，BBC與政治、社會之間的關係轉變，同時也可看出BBC容易受到外在壓力的傷害。此九個事件包含了：海遜根事件（The Hashagen Case, 1932）、巴特利事件（The Vernon Bartlett Row, 1933）、公民與政府事件（The Citizen and His Government, 1935-36）、藍伯特控麗微塔案（Lambert V. Levita, 1936）、政黨的風格事件（Party Manners, 1950）、蘇伊士運河事件（Suez, 1956）、TWTWTW事件（That was the week that was, 1962-63）、昨日之人事件（Yesterday’s men, 1971）、阿勒斯特問題（The Question of Ulster, 1972）。文章的最後則是針對BBC的未來做了預測與描述，認為BBC應朝向分權化治理，並設法保持BBC的獨立性，又同時不影響與政府之間的關係。
