Abstract:	本文旨在說明「言論自由」的哲學基礎。首先，本文指出言論自由在法律上雖然屬於「消極自由」，個人仍可以追尋「積極」意義的言論自由。其次，言論自由具有以下層面的哲學基礎：(1)「民主」理念的論據：民主論證認為，言論自由是民主社會的必要因素，這尤其在公共事務的決定以及人民對於政府官員的批評中扮演重要角色；(2)「真理」理念的論據：真理論據的主要論點，在於理性思維的普及性和必要性，以及政府決策和官員作為的可能錯誤；(3)「個體」理念的論據：上述的兩種論據都與個體的自我實現有密切的關係，因為人們發表言論、接受資訊並且進行理性討論，對於人格發展和自我實現是不可或缺的。
