    题名: 西藏流亡政府的政教改革研究

    摘要: 本研究欲探究十四世達賴喇嘛流亡印度後，西藏流亡政府以民主化與立憲為核心，進行政教改革的時空背景與進程，並進一步分析其政治涵義與後續影響等，本文研究目的有四項，（一）了解西藏獨特的政教合一制度形成的原因。（二）討論流亡政府進行政教分離改革的時空背景與具體進程。（三）分析流亡政府進行政治改革的涵義。（四）流亡政府是否成功藉由民主化與政治改革扭轉西藏問題的局勢。本研究進一步設定假設命題為：「西藏流亡政府欲透過民主化與政教改革來延續其政權存在之正統性，並藉以對抗中共政權，獲得在西藏問題的主導權。」本文除透過文獻分析法進行資料統整與分析外，並利用杭廷頓（Samuel P. Huntington）提出的第三波民主化理論加以檢驗西藏流亡政府的民主化模式與因素。本研究發現流亡政府的民主化符合該理論的變革模式，以及該理論歸納的相關成因，如合法統治權威的衰弱、外來勢力的新政策、示範效應和肇端等，而在流亡初期到1988年間，民主之於達賴喇嘛較像是處理西藏問題的手段，1988年之後，民主則逐漸轉變成兼具手段與信仰內涵的存在。此外，本研究也發現改革重塑了所有流亡藏人與非藏人族群的國族認同，同時也對西藏問題產生諸多影響，首先，達賴喇嘛因此獲得擴張爭議戰場的優勢，西藏問題不再只是主權歸屬問題，民主與人權成為對抗中共的最大武器，並將西藏問題帶入另一個關於普世價值爭辯的層次。本研究在觀察達賴喇嘛對於西藏獨立與否的態度時發現，其立場的變化皆是取決於中共與達賴在國際形勢的強弱而定，顯示達賴喇嘛心中仍是傾向獨立，而改革則為此獲取了更多籌碼。此外，流亡政府2001年進行的噶倫赤巴直選應是受到十一世班禪轉世事件的影響，故透過改革將政權率先移轉給具民意支撐的民選領袖，其將使中共解決西藏問題的挑戰在未來變得更嚴峻。
