Abstract:	本文以湖南學政江標為例，說明維新思潮何以在戊戌前的湖南興起，進而使湖南成為戊戌時期推行變法最力的省份。江標本人之思想具有趨新性質，故他就任學政以後，推行各種政策，如以新學取士、創辦《湘學新報》、編纂新學書籍等，對於當時之士子實有相當深遠之影響。在新學取士之下，不少士人得以考助功名，進而成為後來湖南新政運動的忠實支持者。創辦《湘學新報》，則提供一個讓士人認識西學書籍之管道，亦成為宣傳新政的重要傳播媒介。江標編纂新學書籍，除了成為士人科舉之教科書外，亦成為當時認識西方知識的重要途徑。由於江標身為學政，故成為推動新政的重要推手。江標之例子，說明在探討戊戌變法時，地方官員的角色與重要性值得加以探討。
