    Abstract: 本文分析我國人事政策制定機制與回顧近年文官改革之發展,指出兩者不單十分另類,不同於其他國家,而且帶來運作不良之效果,包括低效率的政策制定,以及決策上之僵局;還有制度措施過度強調防弊制衡,降低人事政策之回應性及彈性。本文主張,若對現行人事體制不做出重大變動,很多關鍵改革則難以推動,很多根本問題就難以克服。除非仍維持以防弊制衡做為至高無上的優先考量,否則理應改變現在人事體制之格局。
    This article analyzes the public personnel policymaking mechanism and reviews the recent development of civil service reforms in Taiwan. It will indicate that the policymaking mechanism and the development are not only unique that are quite different from other countries, but also conducive to negative effects, including inefficient policymaking and an impasse of decision making; overemphasis on anti-corruption and check-and-balance weakens the responsiveness and flexibility of personnel policies. This article argues that if there is no significant overhaul of the personnel system, it is difficult to materialize many critical reforms, so that many underlying problems cannot be sorted out. Unless the anti-corruption and check-and-balance remains the overwhelming criterion for the system design; otherwise, the current personnel system should be restructured.
