    Abstract: 本文以一個跨部門治理個案之參與觀察經驗為基礎，從社會中心治理觀點探討個案中非營利組織所推崇的政策規劃原則為何？全文依序先簡述個案背景與觀察心得，隨後以社會中心治理觀點彙整相關實務與理論研究成果，歸納出「公共性、課責、公共參與」等三項概念，做為個案中非營利組織所推崇之政策規劃原則。 本文主要研究目的乃是以社會中心治理觀點，補述政府或市場治理觀點的不足。內文採用文獻分析、參與觀察等研究方法，於文末為三項治理原則提出操作化定義與內涵說明；同時引述新公共行政學派之新進發展，藉以回應前述原則為實務與研究所帶來的啟示
