Title:	市民環境主義的社區實踐：以臺南市金華社區為例 The Community Practice of the Civic Environmentalism: A Case Study of Jin-Hwa Community in Tainan

Abstract:	自1962年《寂靜的春天》出版後，便喚起人們對於環境問題的認知萌芽，嗣後環境議題逐漸成為世人矚目關心的焦點，甚至從1970年代起，環保觀念也已從過去以社會、經濟發展為主的社會典範，轉向重視草根民主、地方分權，以及網絡合作思維的新環境典範。這種典範的移轉，一方面隨著全球化傳遞至世界各地，另一方面也顯示出在地行動與實踐的重要性。至於要如何確實的在地實踐，本文認為，可以透過市民環境主義的思維教化，並且以社區場域做為實踐空間，方能達到風行草偃之效。市民環境主義為社會運動的一種，重點在於期望在地居民能夠自主地透過民主的方式參與、發掘環境問題，並採取必要的行動，進而改善自我所遭遇的環境問題，使未來世代保有一個永續的生活空間。為求確切分析，本文遂選取2005年榮獲「第三屆總統文化獎玉山獎」的臺南市金華社區做為研究對象，並採文獻分析與實地參訪等研究方法，一方面在理論上說明市民環境主義的行動意涵與途徑，另一方面則討論金華社區在實踐上所採用的行動策略，藉以反思金華社區居民所蘊含的市民環境主義內涵。本研究發現，金華社區之所以能實踐市民環境主義中的公民精神再造願景，關鍵在於其具備著本由積極的社區領導力及創始性的社區行動所共構而生的「積極且堅強的社區行動意志」；其次，臺南市政府也從社區環境改造經驗中進行學習，並規劃為政策加以落實，此亦體現市民環境主義所強調的觸動政府變革之願景；最終，社區長存自我反省與不斷追求卓越之心。期盼透過此研究，可以描繪市民環境主義的社區實踐內涵與行動價值，做為未來相關研究之參考。
