Title:	普京時期對外軍事行動與軍事保護傘的形成 Military Operation and the Shaping of Military Umbrella Out of Borders in Putin Era

Abstract:	2008年8月，俄羅斯以保護喬治亞的俄裔居民為理由出兵南奧塞梯亞，企圖干涉該區的民族獨立運動。曾有學者認為，俄國此舉係尌1999年北約違反國際法的空襲行動及2003年美國違反國際法出兵伊拉克的回應。然而本研究發現，自從2003年俄國提出軍事改革計畫後，其外交及軍事文件上即曾出現保護海外俄裔居民(尤其週邊國家)為俄國外交及軍事行動範圍之論述。2014年俄國出兵克里米亞的案例中，其外交上的藉口亦為保護該地的俄裔居民，俄羅斯似乎正在形成一個新的軍事保護傘。 In August 2008, Russia dispatched troops to protect Russian Roots and attempted to intervene in independent movement in South Ossetia. Some scholars argue that Russia`s military activities respond to U.S. dispatching troops to Iraq in violation of international law in 2003. Therefore this study discovers the implications that the concept ＂protecting Russian Roots＂ can be found in Russian diplomatic and military documents after releasing Russian Military Reform Programs in 2003. Russia seems to shape a new military umbrella as diplomatic excuses to protect Russian roots in the case of Crimean incident in 2014.
