Title:	從武漢肺炎事件觀察中國國防衛生動員

Abstract:	2019 年新型冠狀病毒肺炎（COVID-19，簡稱武漢肺炎）於中國武漢市爆發後即難以遏制，中國國家領導人習近平因而於 2020 年 1 月 20 日指示，要把人民群眾生命安全和身體健康放在第一位，堅決遏制疫情蔓延。國務院聯防聯控機制隨後就疫情防控展開全面部署，國家衛生健康委員會亦成立應對處置工作領導小組，指導地方防疫並落實屬地責任。軍委後勤保障部為此展開應對突發公共衛生事件聯防聯控工作。首先，由各軍醫大學抽調人員組成 3支醫療隊於 1 月 25 日支援武漢當地醫院。瀋陽聯勤保障中心與鄭州聯勤保障中心亦積極調運醫療防疫物資。軍委後勤保障部又建立聯需、聯採、聯運「三聯」機制，以保障防疫物資供應。繼除夕緊急空運軍隊醫療隊馳援後，空軍又於 2 月 2 日出動 8 架大型運輸機，從瀋陽、蘭州、廣州、南京向武漢緊急空運人員與物資。駐湖北部隊抗擊疫情運力支援隊亦支援運輸保障任務。武漢火神山新型肺炎專科醫院落成後，習近平更批准由聯勤保障部隊所屬醫院抽組 950 人，與先期抵達之軍醫大學醫療隊 450 人共 1,400 名醫護人員，於 2 月 3 日起承擔該院醫療任務。因疫情告急，習近平又批准解放軍增援 2,600 名醫護人員，參照火神山醫院模式承擔武漢市泰康同濟醫院與湖北省婦幼保健院光谷院區醫療任務，首批 1,400 人已於 2 月 13 日抵達武漢。解放軍迄今共派出三批次 4 千餘名醫護人員支援武漢，另在中國各地亦發動民兵參與疫情防控工作。
