    Title: 探討不同政策管制下旅遊地區之土地利用變遷-以南投縣仁愛鄉、埔里鎮、魚池鄉為例

    Abstract: 旅遊產業常被視為提升區域經濟的重要來源,台灣因富有天然資源,觀光旅遊產業於國際間享負盛名,然而旅遊業是一項高度依賴環境資源的產業,自然資源豐沛之地區往往坐落於地質較為敏感之山坡地,如果建築物缺乏妥善的管理,可能會對環境造成傷害。
    本研究探討南投縣仁愛鄉、魚池鄉、埔里鎮之土地利用變化,利用二元羅吉斯模型找出影響旅遊地區之土地利用驅動力,投入土地利用轉換與影響模型(Dyna-CLUE Model)模擬不同土地使用管制下的空間分派結果。
    研究結果顯示情境一不管制會使清境地區土地較為細碎;情境二管制範圍及限制最小,使整體土地利用較為完整;情境三管制土石流潛勢地區由於管制範圍較集中,使嵌塊體保留較完整,然而將導致建地較為分散;情境四由於管制範圍廣且分散使整體土地利用分散,但是能有效增進清境之土地永續使用。
    因此本研究認為從區域整體土地發展而言,僅在災害風險最高的地方管制能促進土地完整利用,根據情境分析結果可採取情境二策略。而特定地區如清境農場,位處高山地質脆弱之地區,應重視土地開發程度是否會導致災害發生,可依照情境四管制山崩及地質敏感地區將民宿等建築依災害潛勢程度分級分類,建立不同程度土地使用管制規則,增進災害來臨時的調適能力。
    The tourism industry is often regarded as an important resource for enhancing the regional economy. Taiwan is famous for its tourism industry because of rich natural resources. However, tourism is an industry that is highly dependent on environmental resources. However, if buildings are located on sensitive hillsides and not properly managed, they may cause damage to the environment.
    This study explores the land use changes in Ren`ai Township, Yuchi Township, and Puli Township in Nantou County. The binary Logistic model is used to find out the driving forces affecting land use in tourist areas. And the Dyna-CLUE Model is to simulate the land use allocation under different kinds of regulations.
    The results of the study show that the scenario 1 will make the land in Qingjing area more fragmented; the restrictions in scenario 2 are the smallest, so that the overall land use is more complete; in scenario 3, the restrictions is concentrated. However, it will make construction more scattered; Scenario 4 has a wide range of control and decentralization, so that the overall land use is scattered, but it can effectively enhance the sustainability of land use in Qingjing area.
    Therefore, this study believes that from the perspective of overall land development in the region, regulation can promote the complete use of land in scenario 2, and scenario 4 may be a better chioce in fragile mountain area such as Qingjing area.
