    Abstract: 在1990年代以後台灣的失業率逐漸升高,對失業者而言,回到就業市場也更加困難。因此,有效的就業保險措施顯得十分重要。此論文分析,非自願離職失業者申請失業給付及職業訓練生活津貼的個人特質。研究顯示,申請職業訓練生活津貼者,女性、年齡介於25-34歲之申請人佔大多數比例。在2009年後,凡45歲以上非自願離職失業者可延長三個月的失業給付。此研究發現,此政策對於中高齡領取失業給付者而言,並無讓他們再接受職業訓練並領取職業訓練生活津貼之和延長職業訓練天數的效果。
    Over past decades, many of developed countries have had radical structural changes in the labor market under the impact of knowledge-based economy and globalization. In Taiwan, the unemployment rate increased and it was harder for the unemployed to get into the job market after the 1990s. Consequently, an effective unemployment insurance system plays an important role during unemployed period. Taiwan introduced unemployed benefit system of the labor insurance for the involuntarily unemployed workers in 1999 and had its own legal foundation in 2003. This paper analyzes backgrounds of involuntary unemployed who had applied to unemployment benefits and vocational training living allowances in Taiwan’s unemployment benefit system of employment insurance. The research presents the profile of applicants and shows the application trend under several economic events. The data analysis of vocational training living allowances file reveals the results of personal characteristic as follows. First, female applicants were more than male. Second, most of applicants’ age was 25 to 34 years old. As for the previous industry of applicants, the number of secondary industry is the most, but the services industry has increasing trend. Among different previous wage ranges, the group of NT$40000 to NT$45000 account for the most. After the year 2009, people who are older than 45 can have extended benefits for three months. At the second part of this paper, it reveals the effect of extended policy on vocational training living allowances with regression discontinuity design. And the results present that, for those who are 45 years old or above, the extended policy is the not important trigger to participate in or increase the cover days in vocational training system.
