Abstract:	公共圖書館是一個傳遞知識的重要場所，也是一個以服務來展現自身功能的機構，其功能包括知識保存、資訊交流、休閒娛樂與資源共享等，目的在於便利大眾終身學習、吸收新知及生活調適。在此資訊超載與泛濫的時代，公共圖書館的資訊利用，對社會大眾來說更是無可取代的服務，而服務品質的好壞，也與營運績效息息相關。圖書館若要與時俱進，則必需將評鑑當成重要的例行性工作，而圖書館的績效評估，是檢視圖書館基礎建設與營運現況最有效的方法，同時，也是建立營運方向與營運模式的參考依據。本研究主要探討臺灣公共圖書館總館與分館，在兩種不同管理體制下的營運效率，並以6個直轄市立公共圖書館及13個縣市立公共圖書館做為研究對象，同時，依據總館-分館集中化體制及非總館-分館分散化體制兩種管理模式，將其分為兩組，接著，運用「資料包絡分析法」進行2014年至2018年間的效率評估與分析，並探討公共圖書館總館-分館的營運管理績效。第一組為採用總館-分館集中化體制管理的公共圖書館，包括有C01、C02、C03、C04及C05等5個直轄市，第二組為採用非總館-分館分散化體制管理的公共圖書館，包括有D01、D02、D03、D04、D05、D06、D07、D08、D09、D10、D11、D12、D13及D14等14個縣市。從資料包絡分析結果可知，在資源運用效率方面，5年效率值皆為1的總分館中，有採行總館-分館集中化體制的C01、C02及C04等3個直轄市，和採行非總館-分館分散化體制的D02及D04等2個縣 ( 市 ) ，在讀者服務效率方面，5年效率值皆為1的有採行總館-分館集中化體制的C01、C02、C03、C04及C05等5個直轄市，及採行非總館-分館分散化體制的D01、D02、D03、D04及D14等5個縣 ( 市 ) 。最後，使用Tobit迴歸模式，探討與分析影響公共圖書館經營效率之因素，實證結果發現，管理體制對資源運用效率及讀者服務效率有顯著的正向影響，人均購書費對資源運用效率有顯著的負向影響，館藏使用率對讀者服務效率及總合效率有顯著的正向影響。總分館數對讀者服務效率及總合效率有顯著的負向影響。最後運用交叉矩陣，提供公共圖書館有用的決策資訊。 The public library is an important place for knowledge transfer and an institution that uses services to show its own functions. Its functions include knowledge preservation, information exchange, entertainment and resource sharing, etc., with the purpose of facilitating lifelong learning, absorbing new knowledge and adapting life. In this era of information overload and flooding, the information utilization of public libraries is an irreplaceable service for the public, and the quality of service is also closely related to operational performance. If a library wants to keep up with the times, it must regard evaluation as an important routine task. Library performance evaluation is the most effective method for reviewing the infrastructure and operation of the library. At the same time, it is also the establishment of operational direction and reference basis for business models. This research mainly explores the operating efficiency of the main library and branch libraries of Taiwan public libraries under two different management systems. It takes 6 public libraries in special municipalities and 13 public libraries in cities and counties as the research objects, and at the same time based on the governance structure of public libraries: centralized system and decentralized system, divided into two groups. This research employs the two-production-stage data envelopment analysis to measure the efficiency of public libraries from 2014 to 2018. The first group is the public libraries that adopts the centralized management system, including 5 municipalities directly under the central government, including C01, C02, C03, C04, and C05. The second groups is the public libraries that adopts the decentralized management system, including D01, D02, D03, D04, D05, D06, D07, D08, D09, D10, D11, D12, D13 and D14. The empirical result shows that among the 6 public libraries in special municipalities and 13 public libraries in cities and counties, in terms of resource utilization efficiency, centralized libraries with a 5-year efficiency value of 1 including C01, C02, and C04, three public libraries in special municipalities, and two public libraries in cities and counties, including D02 and D04. In terms of reader service efficiency, the public libraries in special municipalities with a 5-year efficiency value of 1 including C01, C02, C03, C04, and C05, and public libraries in cities and counties including D01, D02, D03, D04, and D14. Finally, Tobit regression model is used to estimate the factors that influence on the efficiency of public libraries. The empirical results shows that the management system has a positively influence on resource utilization and reader service efficiency, and the average number of expenditure of all population has a negatively influence on resource utilization. The document use rate has a positively influence on resource utilization and reader service efficiency. The total number of main and branch libraries has a negatively influence on reader service efficiency and aggregation efficiency. Finally, this research employs cross matrix for providing useful decision-making information for public libraries.
