Title:	電子治理成效指標與評估 : G2C與G2B(1/2)

Abstract:	電子化政府推動至今已經有超過十年以上的時間，所影響的範圍從個人、企業組織、非營利組織、到政府本身，本研究是一系列電子治理對上述使用者所產生之影響評估調查中的一部份，主要目的是建立電子治理對第三部門（Government to Association, G2A）、弱勢團體（Government to the Disadvantaged, G2D）之影響架構，並挑選實際案例進行調查分析。在G2A 部分，本研究透過文獻分析、焦點團體與個別訪談所建立政府G2A 電子治理影響評估指標，並以本國第三部門民間團體為對象，利用問卷調查與訪談進行電子治理影響評估，並針對我國G2A 線上服務推動提出後續建議及可行策略。在G2D 部分，本研究也將建立通用性績效評估指標，並選取我國已經實施的特定G2D 個案，透過相關次級資料、問卷調查與訪談實際評估其成效，最後建議一般與特定 G2D 應用個案推廣策略，其對象包括提供G2D 個案的政府主管單位、使用過G2D 個案的個別民眾與民間社團、以及G2D 推廣相關中介團體等四類利害關係人。
