    Abstract: 本稿は、習近平政権下の中国による人権外交とグローバル.ガバナンスの理念である「人類運命共同体」のリンケージについての考察を行う。2017年以降、中国は、国連人権理事会(UNHRC)の決議の中に「人類運命共同体」の文言を盛り込むための外交活動を活発化させている。マクロな視点から見ると、この背景には、中国のような台頭する大国が国内秩序と国際秩序の在り方を合致させようとするダイナミズムがあり、そのために中国は人権外交を加速させている。中国政治の文脈からすると、「人類運命共同体」は習近平個人の政治的な権威や威信にも関わる性質を帯びていることから、中国政府にはその理念を習のレガシーとして残す意向を国内外に向けてアピールしたい思惑もある。今後の中国は、冷戦後のリベラルな国際秩序の改革を目指していくことになろう。本稿の議論からは、中国が「中国の特色あるリベラルな国際秩序」の構築を試みるシナリオを想定することができる。
    本文探討習近平政府執政下的中國人權外交,及其與全球治理概念中「人類命運共同體」之間的連結關係。自2017年以來,中國一直積極參與外交活動,以期將「人類命運共同體」的措辭納入聯合國人權理事會(UNHRC)之決議。從宏觀的角度來看,這背後存在著如中國這樣的新興崛起大國試圖將既有國際秩序與其國內秩序相匹配的動力,而在此背景下,中國正加速人權外交。從中國政治的進程來看,「人類命運共同體」與習近平的個人政治權威和聲望可說是直接相關。因此,中國政府的考量無非是希望將此概念成為習近平的政績,以能夠對國內外宣揚展示。展望未來,預期中國將致力於改革冷戰後的自由國際秩序。而從本文的討論中,則可設想中國試圖建立「具有中國特色的自由國際秩序」之場景。
    This article considers the linkage between China`s human rights diplomacy and the "Community of Shared Future for Mankind," which is the concept of global governance promoted by the Xi Jinping administration. Since 2017, China has been actively engaged in diplomatic activities to include the concept of the "Community of Shared Future for Mankind" in the resolutions of the United Nations Human Rights Council (UNHRC). From a macro point of view, this is the dynamism where a rising power, such as China, tries to match existing international order with its domestic order. Therefore, China is accelerating human rights diplomacy. In the context of Chinese politics, the "Community of Shared Future for Mankind" is directly connected with the political authority and prestige of Xi Jinping himself; thus, the Chinese government wants to show both domestically and internationally that the concept is a legacy of the supreme leader and that Beijing will strive to reform the Liberal International Order in the Post-Cold War era. In conclusion, it is possible to assume that China would pursue the "Liberal International Order with Chinese Characteristics" in the near future from this article.
