    Abstract: 當前氣候變遷的強度與速度所帶來的衝擊,已經不再局限於對生態系統或經濟活動的影響,而具有安全風險。當氣候變遷所引起的不安與緊張情勢不斷升高時,各國合作模式或強調的途徑也不同於往。本文關切的氣候安全問題側重「人為」(包括各國政策作為)所驅動的安全風險,旨在概述亞太地區面對氣候變遷的安全風險,並呼籲區域國家透過區域多邊途徑共謀因應之道。
