    Abstract: 二十餘年來資訊通訊軟硬體技術（以下簡稱ICT）的快速演進，除了在商業上的創新應用與獲利模式，也對各國的中央與地方政府產生了實質的影響，而許多先進國家也有其整體發展策略藍圖。即將於民國106-109年實施的第五階段電子化政府計畫-數位政府（以下簡稱5EG），象徵了我國自87年以來第一階段電子化/網路化政府中程計畫的又一里程碑，5EG即為我國中央政府在因應並善用ICT的又一階段的中程政策，象徵了未來四年的整體規劃，企圖引導並鼓勵各級政府機關善用ICT以追求更為優質創新的公共治理。 然而也由於ICT快速演進的特質，一方面5EG亟需定期對於相關技術有其前瞻評估，另一方面也由於政策利害關係人（個別民眾、社區、營利企業、非營利組織、與政府本身）勢必因技術演進而有不同的期待與需求，使得5EG在政策內容、行政管理機制、與法規上都有漸進調適的可能。本研究即以此5EG發展為背景，搭配各國與我國的相關政策內容分析、實體意見蒐集管道（如個別與焦點團體訪談）、與虛擬討論平台（如網路公共論壇、社群媒體等），交叉討論國際趨勢、利害關係人需求、與ICT應用於公共治理的潛力與相關議題，企圖對5EG中程政策的精實演進有所貢獻。
