    Abstract: 面對日益激烈的全球經濟競爭,城市治理必須超越行政轄區界限,整合跨區域資源以提升城市區域競爭力。處理日趨複雜的都會問題,城市更須跨域合作才能有效解決基礎建設與公共服務的共同問題,雖然實務上各國已有不同的運作模式,但效果各異。因此,如何建構與評估有效的跨域治理模式,乃成為空間規畫領域的重大課題與挑戰。本研究目的在分析影響跨域治理之重要因素,並解釋各因素間關係。首先從歐、美、日等國跨域治理模式歸納出關鍵影響因素,再以焦點團體訪談法,徵求實際參與跨域治理之中央、地方政府官員與專家學者意見,建構出A+CORP跨域治理基本要素模式。換言之,有效跨域治理需以共同協議(Agreement)為前提,具備充分的資金(Capital, C)、有運作功能的組織(Organization, O)、有約束力的管制權(Regulation, R)、以及具共識的發展計畫(Plan, P)等4項要素。以該模式進一步評估台灣既有跨域合作平台,其成果可作為未來跨域治理模式實務改進與後續研究參考。
    In order to improve the competitiveness of city regions in the face of radical global economic competition, targets of city governance must exceed administrative boundaries. The complexity of problems in metropolitan areas has also increased. Although many various cross-boundary governance models have been adopted, their effectiveness widely varies. Therefore, an effective cross-boundary governance model is critically needed in planning theory and practice. This study investigated the key factors affecting cross-boundary governance so that a theoretic model can be established to evaluate the effectiveness of various cross-boundary governance models. After reviewing of cross-boundary governance model in United States, Europe and Japan, and performing focus group interviews with central and local government officers and experts in Taiwan, four critical factors of effective cross-boundary governance are identified and named as A+CORP (Agreement + Capital, Organization, Regulation, Plan) model. Furthermore, to measure the explanatory capability of the requirement model, existing cross-boundary cooperation models in Taiwan are evaluated. The analytical results of this study can be used to improve the cross-boundary governance models in practice and theoretical development in the future.
