    Abstract: 今(2020)年初,由於新型冠狀病毒(COVID-19)肺炎疫情爆發,亞太地區有超過 20 艘於 1 月間曾停靠中國的大型郵輪,遭多國拒絕停泊而滯留海上,受影響的旅客達數萬名。其中一艘名為「鑽石公主號」(Diamond Princes)的郵輪尤其受到國際高度關注,該船在日本橫濱港停泊兩星期進行隔離檢疫,造成大約 3700 名乘客和工作人員無法離船,郵輪疫情衝擊船上乘客、工作人員、郵輪停泊港口國人民的健康與其他權利。本文將從相關國際法規範出發,分析鑽石公主號事件涉及的管轄權及責任歸屬。
