| Abstract: | 日本郵政從1871年創業以來，迄今已151週年，遍布全國的營業據點與眾多的員工人數，讓其與其他企業相比之下，能與地區社會有更緊密的連結。郵政民營法法案雖然已於2005年通過，郵政集團也依據業務性質，分為日本郵政公司、日本郵便、郵貯銀行與簡保生命保險四間公司，然而至今未止，日本郵政集團仍然在民營化的過程中。
企業社會責任是無論社會、企業與國際皆重視的課題，本研究以2003年為分水嶺，2003年以前為郵政系統發展與政經關係背景的脈絡研究，了解日本郵政在日本社會的影響力與角色定位，2003年以後，則探討日本郵政企業社會責任的發展，以及在民營化過程中，日本郵政企業社會責任的轉變。
本研究發現，日本郵政集團的CSR活動也如同經營活動一般，主要模式仍為依循過去的郵政網絡來進行，即使主體身分應由「官」轉換為「民」、營業領域由「公部門」轉為「私部門」，然而實質上日本郵政集團的營運方針與模式，卻沒有完全轉變成私部門的營運方式，反而不同於公私對立，展現出公私協力以及公私部門間的相互依存性。
Since Japan’s modern postal service established in 1861, Japan Post Group has now celebrated its 151st anniversary. With its nationwide post office and a large number of employees, Japan Post Group has been able to establish partnership between local communities. Although he Law of The Privatization of the Postal Services was passed in 2005, Japan Post Group was divided into four companies: Japan Post Holdings, Japan Post, Japan Post Bank and Japan Post Insurance, but now Japan Post Group is also in the process of privatization.
Corporate social responsibility is a valuable topic for community, companies and the world. In this his research, we analyzed the background of postal system development and political and economic relations, and understood the influence and the role of Japan Post in Japanese society. And we discussed the development of Japan Post`s corporate social responsibility and the transformation of Japan Post`s corporate social responsibility in the process of privatization.
The results show that the CSR of the Japan Post Group are still follow the past postal network, even if Japan Post Group should be changed from "official" to "civilian", and its business field should be changed from "public sector" to "private sector", but in fact, Japan Post Group demonstrate Public-Private Partnership and the interdependence between the public and private sector. |
