The purpose of this research was to explore the background on the development of Madrasa education in Russia, and how madrasa education constructs its own educational system in the face of multinational and multicultural society under the legislation of the Russian Federation, which develop a unique “Russian model”.

The research methods of literature review used in this study on the development of madrasa education in Russia in different periods. Through the historical sequence, Islam was introduced to Russia via war and trade in the 7th century A.D., and the madrasa also developed subsequently. As time passed, under various factors of policy and national culture, madrasa education began to develop its own characteristics, Jadidism in the second half of the 19th century was one of the examples, and it was also a significant milestone in the development of Islamic education in Russia. However, the beginning of the 20th century, due to the persecution of religion in the Soviet government, the madrasa began to decline. Until the late Soviet Union, the madrasa began to flourish with the revival of Islam. In this section will also explore the operating system and model of the madrasa in Russia through the policies related to religion in the late Soviet Union and today’s Russia.

In order to have a deeper understanding of the operation of the madrasa in Russia, case analysis method was adopted, taking the “Russian Islamic University” as a case study. Through the organizational structure, curriculum, and published documents of the Russian Islamic University, it will examine the relevance of madrasa’s educational model and historical development, what kind of countermeasures it adopts in response to modernization and globalization, as well as its development dilemma and prospects in today’s Russia.

The study found out that the development of the madrasa education in different periods can also reflect the stances of different governments on Islam, including tolerance, control, suppression and respect. Today’s Russia is a secular state and has adopted a secular position in the Constitution of the Russian Federation, however, considering the threat of religious extremism, the state still needs to intervene in Islamic education, which also highlights of the nation’s dilemma under the legal system and realistic considerations. In addition to the nation, the contemporary madrasa in Russia faces more restrictions on the development of the nation’s legal system and a multinational and multicultural society, and it is difficult to reach a consensus.
