    Abstract: 南太平洋地區與中型國家的相關研究,一直以來都不是國際關係的主流議題,然而,近年來,隨著美中競逐白熱化的國際體系、2019年台灣一連失去兩個邦交國—吉里巴斯與索羅門群島,以及全球氣候暖化議題的背景下,南太平洋地區的重要性逐漸浮出檯面。鑑於地理環境與歷史發展,以及其本身具備的實力等因素,澳洲作為南太平洋地區域的主要強權,一直以來都掌管此區域的發展趨勢。澳洲身為中型國家,雖然在區域上具備主導能力,但其整體外交政策容易受到各方面影響,因此本文將透過華茲的三層次分析法,從國際層次、國內層次與個人層次來解析澳洲莫里森總理時期 (2018-2022)的外交政策。本研究發現三個層次對莫里森的外交政策都存在一些影響,而以國際層次的影響最為明顯。本研究希望能夠提供同樣屬於中型國家的台灣,在未來制定南太平洋區域外交政策上一些借鏡,以維護我國在此區域的發展。
    The South Pacific region and Middle Powers have traditionally not been mainstream issues in international relations. However, in recent years, escalating competition between the USA and the PRC, the loss of two diplomatic allies (Kiribati and the Solomon Islands) by Taiwan in the South Pacific, and increasing focus on global warming crisis have all underscored the increasing importance of this region with respect to Taiwan’s international interests. Given its geographic location, historical development, and potential capabilities, Australia has emerged as a prominent power in the region. Within a limited sphere, Australia has consistently shouldered the responsibility of regional development, earning it the reputation of being a regional overseer. However, as a Middle Power, Australia`s foreign policy is susceptible to various factors, including the international system, party politics, and its leaders’ personalities. Therefore, this research aims to analyze Australia`s foreign policy of the Morrison Government (2018 to 2022) using Kenneth Waltz`s three images: the international level, the domestic level, and the individual level. It is evident that all three levels exert some degree of influence on Morrison`s foreign policy, particularly policies driven by the international level. This study seeks to provide valuable insights for Taiwan, also a Middle Power, toward formulating future foreign policies in the South Pacific region in order to safeguard Taiwan’s development in the area.
