    Title: 政府機關數位發展人才職能建構與訓用連結之研析

    Abstract: 由於資通訊科技（information and communication technologies, ICTs）運用的突飛猛進，政府數位治理（digital governance）所面對的環境與需求日新月異。政府與社會大眾不論是在與民眾的連結程度、服務的可移動程度、資料的可運算程度等面向，都處在一種前所未有的發展程度上。而這樣快速變動的發展，加快了政府數位治理對於人才的需求，使得政府必須以更具有前瞻性、策略性以及整體性的模式規劃並執行數位治理人才的職能架構、評鑑與訓練。 為了優化政府數位治理人才並建立相關的制度架構，本研究聚焦於數位治理的直接相關資訊人力，並以（1）建構我國資訊職系直接相關數位發展人才職能架構，以及（2）規劃訓用連結之數位發展培訓內涵與方法，為主要的兩個研究目的。 本計畫預計透過三個階段的研究調查完成本研究之目的。第一，本研究將透過我國之公務人力資料庫與國內外相關研究報告進行次級資料與文獻分析。本階段之調查主要為了瞭解直接數位治理人才之基本樣態，以及國際相關趨勢，並將研究建構在過去研究成果之基礎上。第二，本研究將以中央與地方政府之資訊與業務主管/非主管，以及人事政策相關部會主管同仁進行個別或焦點團體訪談，用以瞭解數位人力職能與培訓之相關需求與挑戰，以利為制度框架之建立。第三階段，本研究將以任職於中央與地方政府資訊處理職系人員或負責資訊業務的人員，包含常任文官與約聘僱等多元進用管道人員為對象，透過網路問卷進行大規模的意見調查，以確認本研究所規劃之職能架構與訓用連結之數位人才發展框架，具有實務可行性與解決問題之能力。
