Abstract:	依據行政院所屬各機關中長程個案計畫編審要點，社會發展計畫係為預防、解決社會問題，促進社會發展，所研擬具前瞻性、新興性及重大性之計畫。國家發展委員會掌理社會發展政策及計畫之規劃、協調、審議及資源分配，為因應當今社會發展趨勢，促進國家社會與經濟同步發展，將以計畫引導國家整體資源有效配置，帶動各政府機關創新突破。鑑於社會發展政策多具社會公義性，需長期投入資源惟較難退場，為使國家有限資源合理運用，藉由通盤檢討及精進社會發展類中長程個案計畫審議及評估制度，強化計畫決策及作業相關機制，以符國家發展趨勢與整體環境之需，提升政府整體施政效能。依「黃金十年　國家願景」計畫所提八大願景之一「公義社會」，其政策理念在維護社會公平正義，除致力改善所得分配，縮減貧富差距外，並針對社會經濟弱勢者，給予特別的扶助與關懷。本研究主要聚焦在如何以政策計畫引導國家整體社會福利政策思維，透過檢視目前社會福利類別社會發展計畫審議及評估制度，適度規劃調整，以做為後續此類社會發展計畫制度參考，均衡發展多元面向。
