    Abstract: 本文旨在探討伊朗與委內瑞拉在遭美國制裁下的關係變化,起因於雙方在2022年6月於伊朗首都德黑蘭簽訂的二十年合作條約,並宣示該條約是對美國制裁的共同回應。本文以歷史分析法及過程追蹤法分析研究在制裁下的兩國變化,深究後發現與美國制裁的目的是背道而馳,原意是孤立和改變被制裁國的行為,卻使雙方有了結為戰略夥伴的條件。本文認為,伊朗與委內瑞拉是在制裁的壓力下才發展成如今的戰略關係,而該戰略夥伴的意義不僅僅經濟考量而已。作為在制裁下發展的雙邊關係,伊朗和委內瑞拉展示了在大國壓力下形成聯盟的案例,揭示了制裁下所形塑的地緣政治格局,可提供為被制裁國家日後的典範。
    This thesis explores the transformative dynamics of the Venezuela-Iran relationship against the backdrop of a pivotal event in June 2022—the joint conference in Tehran, where the two nations announced the conclusion of their groundbreaking twenty-year cooperation agreement. Widely reported by international media, this agreement is portrayed as a testament to the shared determination and resilience of Venezuela and Iran against the imperialist sanctions.
    This thesis contends that the Venezuela-Iran relationship, forged under the pressure of sanctions, extends beyond mere economic gains. It stands as a compelling model showcasing the intricate interplay between sanctions, geopolitics, and the resolute determination of nations to carve their paths amidst adversity. As the world grapples with the implications of alliances formed under duress, the Venezuela-Iran case provides valuable insights into the geopolitical landscape shaped by the unintended consequences of sanctions.
