    Title: 台灣數位醫療產業之籌資問題與檢討

    Abstract: 台灣政府為推動生醫產業發展，於 105 年 11 月提出以「連結未來、連結國 際、連結在地」為主軸的「生醫產業創新推動方案」，並修正《生技新藥產業發 展條例》第 3 條修正草案，以提升生技產業產值與競爭力。但數位醫療產業在台 灣屬於新興產業，具有小規模、重研發、高度法規監管、無穩定商業模式等特性， 因此在籌措資金方面會遇到不少的挑戰。對於高度資金需求的新創產業，如無穩 定之長期資金挹注，其財務結構將難以承擔產品研發或創新服務風險，因此選擇 有效的籌措資金方式是數位醫療產業發展及經營的命脈，保有充沛的營運資金， 才能讓經營策略有效的施展，進而讓企業永續發展。
    本研究透過梳理政府為引導多元資金挹注生技醫療之新創產業所制定之政 策，並瞭解國內金融機構對於生技醫療產業融資評估要素。綜合本研究之成果， 對政府相關單位提出以下建議:(一) 激勵保險公司資金投入新創事業;(二) 制 定金融機構融資生技產業目標;(三) 提高人民投資自由度;(四) 增加全民健保 給付範圍。此外，建議生技醫療相關之新創企業進行籌資規劃時，必須認真研究 各種籌資方式並進行分析，不同籌資方式條件下的資金成本各不同，採取適合企 業自身發展的籌資渠道和融資方式才能夠促進企業的長期發展。
