Title:	俄烏戰爭下的民主與威權對抗於臺灣之啟示

Abstract:	俄烏戰爭下的民主與威權對抗，僅是戰時的暫時現象，冷戰集團對抗並不易重現。隨著戰爭久拖未決，「烏克蘭疲勞」現象不時浮現。在俄羅斯總統普欽必然戰鬥到底下，民主陣營能否與烏克蘭協調一致，並挺過「烏克蘭疲勞」，將是影響戰爭的最大變數。當前民主價值氛圍於臺灣有利，民主自由是臺灣的利基，支持臺灣即是支持民主，一如各國對烏克蘭的支持。再者，臺灣有烏克蘭所無的天險優勢，在強化自身韌性後將大有可為。未來臺灣除建構可恃不對稱戰力，讓中國不敢妄動外，亦應思考如何迅速讓解放軍無力再戰，以避免類似「烏克蘭疲勞」的現象重演。此外，西方於俄烏戰爭自我限縮而漸進的軍援模式亦不適於臺海戰場環境，蓋臺灣四面環海並不易補給。臺灣除在軍事上備戰外，在外交上則能採取務實平衡路線。兩岸關係的結與解應由臺灣自己掌握，並從中尋覓平衡之道。
