    Title: 科研組織的綠化-以工研院為例

    Abstract: 目前國外已有許多組織專事綠色技術開發的研究機構。台灣的政府、企業界、研究機構及學校對環保科技的開發也逐漸了解其重要性，並有某種程度的投入。本個案希望了解像工研院這樣的研發機構，其綠化的策略，綠化的組織與功能，對內對外的綠化的溝通以及綠化過程中所遭遇的問題，並探討其所發展的環保科技對於社會大眾、產業界所產生的影響及效果。本個案訪問了楊副院長、前污防中心主任及由其衍伸的環發會于寧秘書長、化工所蘇宗粲副所長、及能資所陳陵援所長等人。本個案發現工研院一直與環保產業有著密切的合作關係，不只是在環保技術的引進與開發，在新的管理工具或觀念的推廣上亦不遺餘力。對於政府在環保政策的建立及推動上，扮演了火車頭的角色。工研院在過去以其豐厚的技術資源，及紮實的推動與實作經驗，完成了經濟部環保署委託的環保標章、LCA、ISO 14001等環境管理工具，以及減廢、節能的相關環保技術。也對一般產業也提供環保技術方面的服務與移轉。
    This case study illustrates the greening of a research organization. Based on its abundant environmental technology resources, ITRI undertook many governmental programs, to initiate localization of scheme such as Eco-labeling, LCA (Life cycle Analysis), ISO 14000, waste reduction and cleaner production. From secondary information & field interviews, we describe its environmental strategy, organization change, cleaner technology development and transfer, internal and external communication, as well as its own environmental performance and impact to the society at large.
