Abstract:	美國與日本的國防部長與外交部長在今年（2005）2月19日於華盛頓舉行「2+2安保諮商會談」，在會後兩國發表聯合聲明，在「區域共同戰略目標」中有關兩岸部分包括以下四點：積極和中共發展合作關係、歡迎中共在區域及全球事務上扮演建設性的角色、期待兩岸相關問題能以和平對話方式解決、希望中共能改進軍事透明度。美日這項聲明引起各界不同的解讀，有的學者認為美日兩國的這項宣言已經清楚的將臺灣海峽安全列為美日安保共同的戰略目標，而有的學者認為美日安保並未擴張，也並不只是針對臺灣海峽，美日的主要考量是整個東亞戰略的布局。但是不論如何臺海安全仍然是美日東亞安全戰略重要的一環，否則美國與日本不會每次在安保問題上都將臺海安全列入。
