    Abstract: Videotex system provides text and picture based public information services. In order to integrate diverse types of multimedia information such as text, graphics, images, animation, audio and motion-video for videotex applications, current information system as well as communication environments must be reformed and extended. In this paper, a set of technical considerations for establishing a distributed multimedia environment is identified and discussed. A three layered architecture containing application, conceptual and physical layers is presented for the purpose of effective system development.
