    Title: 台灣地區電子商務隱私權保護之現況探討

    Abstract: 隨著網際網路快速發展，人們對隱私的關切日益重視，然而網站業者是否充分提供個人資料保護的相關資訊、交易的過程與完成後所留下的敏感性資訊是否獲得保障、個人資訊被運用時是否會徵求當事人同意，這些議題已成為上網者關注個人隱私與安全的焦點。本研究係針對339個.com.tw商業網站及15家主要的ISP網站進行資訊隱私政策的調查，以瞭解在國內註冊的購物及免費資源網站對隱私權保護措施的揭露之實際狀況，並經分析討論後提出建議。研究顯示，絕大多數並未能充分反映「公平資訊實務」的要求。整體而言，超過八成的網站未能揭示其隱私政策讓顧客知曉，超過三成的網站未有任何資訊實務的敘述。近半數網站蒐集身份證字號、信用卡號、出生日期等敏感性資料，但不到兩成的網站蒐集此些資料卻未揭露其隱私政策，而不到一成的網站會給予選擇要或不要揭露個人資訊給第三者。雖有三成以上的網站會告知傳輸的安全機制，但卻不到一成的網站會對收到資料後的保護措施予以交待。不到一成的網站說明對隱私問題的疑慮的解決與申訴的管道。超過八成未有安全認證標章或隱私權認證標章。國內網站的隱私權認證機制及其推廣尚未普及。
