    除了人口僅 40 萬的盧森堡以外，其他 14 個歐洲聯盟（ the European Union ）國家的廣播與電視產權，都有相當部份屬於公共所有。以 1994 年的資料來說，愛爾蘭公產權的電視頻道，總共佔有的收視率是 77.9%，在歐聯國家中最高，最低的是希臘的 10.6%，其餘國家則是 33% 至 50% 之間不等。公共收音機的總收聽率方面， 最近（ 1990 年）可得的資料是德國最高 83.0%，最低仍屬希臘的 18.7% （CE,1996,appendices,pp.3-69)。
