    Abstract: 約翰彌勒(John Stuart Mill, 1806-73)於1859年所出版的《自由論》(On Liberty)一直被
    　視為自由民主理論的經典作品。其立論基礎，就是在討論民主社會中，個人自由的相關問
    　題。筆者透過本文與註釋雙管齊下的方式，詳細地整理分析，旨在呈現其完整的面貌。摘
    　要如下：一、自由的主題乃是公民或社會的自由；而多數專制與社會專制則是民主社會必
    　須防範的罪惡。二、自由的原則就是人類唯有基於自衛才能干涉他人的行為。三、自由的
    　基礎是最廣義的功利(utility)。四、積極捍衛每個人的思想和言論自由。五、主張涉己行
    　為的絕對自由；涉人的行為則在危害別人的利益時就應受到約束。甚至於懲罰。六、強調
    　個性(individuality)與多樣化(variety)，重視每個人的自我發展(self-development)與
    　人類的進步。結論部分則提出五個問題來加以討論。
