    Abstract: 本文將處理南韓，台灣與中國如何從事科技追趕，以及邁向創新之路。分析的重點將集中在這三個國家的制度安排，即國家、金融體制與產業結構如何影響各自科技學習和發展。我將指出，南韓政府的發展優先取向，透過高度負債對外借款，操控銀行體系來支持私人大企業的發展，這造就了南韓垂直整合的產業結構。而南韓後續的科技發展則是奠基在私人企業的規模經濟上，以接近熊彼得（Shumpeterianism）主義之規模經濟的制度模式從事科創新。相對地，台灣的經濟發展是以低負債和穩定的發展模式為主，此造就了以中小企業為主導的產業結構，而其科技學習和創新在很大程度依賴外部經濟，包括外資、公共研發機構、生產網絡和海外學人。台灣後來轉型的科技創新模式則延續過去的類型，傾向類似馬歇爾主義（Marshallianism）的網絡和聚集經濟的體制。最後，中國的科技產業發展，則是雙元主義，一方面發展大型國營企業，另方面則大幅開放市場給外國資本，並逐步私有化小型國有企業。但由於地方政府的發展主義，金融體制零碎化，無法發展類似南韓的規模經濟；而外資，大型國營企業與小型企業之間，又無法形成類似台灣的生產網絡，因此中國的科技產業發展，在制度上缺乏類似南韓和台灣的制度安排來進行科技創新。
