Title:	空權理論之挑戰─新加坡的個案研究

Abstract:	新加坡位處麻六甲海要衝，連接印度洋與南中國海，自古即為海上貿易的重要轉運站，先天的港灣條件與地理環境，理應成為該國發展海軍的有力要素，但是，該國空軍無論在能力與素質都高居東南亞之冠，何以先發展空軍？訓練是軍隊戦力保持的重要因素，尤以空軍訓練需要大空域的運用，新加坡土地面積狹小訓練空域不足，建構空軍後訓練需求是如何解決？均為本人研究動機。一國武裝部隊的建置需求需從地緣的角度分析，而空權時代的變革，對地緣政治來說，創造了全球一體化的趨勢。空軍為空權理論實踐的具體表現，也是地緣政治理論實踐的重要支柱；其發展過與不及均影響該國的經濟表現與安全維護。本研究企圖站在空權理論實踐的角度，將相關理論要素作為實踐的指標，並企圖回答以下問題：一、新加坡為何重視空權？二、新加坡如何發展空中武力？有何特點與限制？本研究採歷史研究的方法進行，從空權的角度切入，探討新加坡個案，並輔以訪談法以彌補資料的不足；研究發現新加坡重視空權的原因在於1.擴展空間獲取戰略縱深2.化被動為主動改變戰略思維3.空軍是攻勢防衛的主要工具4.促進高科技發展。從新加坡對空軍的建構上來看，基本上是遵循空權理論島嶼型國家的步驟去實踐，然而，用空權的五大要素檢驗卻發現新加坡有飛行人力不足、資深飛行人員留用不易，縱深不足造成基地發展過於密集、國家重要建設與人口過於密集及空域不足影響空軍訓練等重大限制，理論上是無法也不應該支持這麼精實的空軍。但是新加坡卻採取了一些措施來彌補形成了對空權理論的挑戰。新加坡的國防工業帶動了該國的整體工業，而航空工業在既有的基礎要角逐東南亞的維修市場，必需不斷的透過採購較高科技的商品，藉談判以轉移技術，帶動與提昇國內科技，軍事裝備是隱含最多的先進科技，藉著新機的採購逐步實現其技術與科技水準的提升。在這種既能提升國家安全，也能創造就業機會，並為國家帶來巨大的經濟利益的情況下，新加坡沒有理由不去發展與維持精實的空軍。
