    Abstract: 本文透過文獻探討呈現政府政策知識管理對於政府運作的重要性,同時也指出在全球化之下府際政策學習已成為政策制定的一種模式,本文更以最早在台北市全面施行的「垃圾不落地」政策為個案,透過資料蒐集及訪談四個地方行政單位一般廢棄物處理的相關人員,試圖探討政策學習與擴散的過程,以及影響政策學習成敗的相關因素,並提出具體建議,作為建構中央政府政策知識營理機制的參考。本研究個案分析發現政策知識的傳播在府際政策學習的成敗中扮演關鍵的角色,這些知識可能以外顯或內隱的形式存在,如何在未來中央政府知識管理的機制中,透過這些政策知識載體的流動,以促成府際政策知識的交流及政策的成功移植,正是政府再造將面對的一個挑戰。根據以上初步的研究,本文建議未來中央政府政策知識管理機制可評估以下的作法,以促成府際政策學習。在跨國學習方面,除了從不同管道不斷蒐集、消化各國不同政府層級相關政策資訊,有系統建置資料庫外,應善用公務人員考察或出國進修之機會蒐集國外相關資料,政府單位應慎選出國考察人員,針對機關需要,舉辦行前訓練,並要求出國考察或進修人員回國後,辦理知識分享之座談會或讀書會。另外政府相關研發單位應提供誘因機制,鼓勵機關人員及民眾提供不同國家之創新性政策知識。在國內府際學習方面,中央政府相關部會應探詢地方發展之需要,並針對發展之瓶頸,廣泛蒐集並提供國外相關之政策創新資料,作為地方政府之參考。對於引進國外政策工具之縣市地方政府,中央應提供必要之資源,因應該地方政府之需要及其環境系絡,協助其進行政策移植之推廣評估,如安排國內外必要之參訪及交流,對於成功引進之政策學習標竿縣市,中央政府可提供資源辦理各種觀摩、座談、研討會,讓資訊充分交流,並藉此建構政策網絡,以助於政策知識之持續交流與精進,也可在制度上協助標竿縣市政策推動人員到實施縣市駐點,提供隱性知識。最後,可透過網際網路建構府際政策學習網絡,除了提供資訊,也可提供政策知識交流之園地,建構及維繫政策網絡。 This article first explores the critical role of knowledge management in government reengineering. By literature review, this study reminds scholars and practitioners in the public sector the trend of inter-governmental policy learning within countries as well as across countries. Based on previous research and by investigating No-Touch-Ground Garbage Collection Policy,” which was first implemented in Taipei City in 1995 and subsequently was emulated by many other local governments around Taiwan, this article attempts to explore the process of policy learning and the factors contributing to or hindering effective policy learning among local governments. By so doing, this study aims at proposing guidelines for constructing policy knowledge management mechanisms that would facilitate governments to draw lessons effectively and to avoid policy failure. The findings of this research suggest that knowledge flows are the key factor to successful policy transfer. Useful policy knowledge is embedded in document, people or network. How to foster the smooth and timely exchange of policy knowledge is critical for policy learning. Based on the findings, this article further proposes strategies to facilitate inter-governmental policy transfer across countries as well as within a country.
