    摘要: 國際關係環境與理論發展存在密切的互動關係，兩者相互依存而生。國際環境會影響國際思維的發展，帶動新思維的興起與架構成形，同時也弱化某些思維觀；相同的，人們思維的轉變，也將影響國際關係的運作，進而影響國際社會結構的轉形與發展。
    近年來社會建構主義在國際關係理論領域漸漸興盛，且建構主義針對人類意識中社群概念形成，也就是國家與國際社群的認同，有著廣泛與較深入的研究；此種出自概念的改變所引發的國際結構轉變，確實不同於新現實主義權力政治所能解釋的現實環境；且在建構主義對各種傳統與修正理論的批判中，我們不能說建構主義以觀念為主的利益觀具有比其他理論更強的解釋能力，但這樣的分析為我們研究國際關係提供了新的視角；尤其是建構主義在國際結構建置分析上，大都採取「弱認知派」的主張，這種論述是針對在國際政策協調上「認識社群」的角色以及政府一般學習條件與機制進行研究，而此種論證正適用於東協組織架構演變情形之研究，因此本論文大膽採用建構主義大師亞歷山大•溫特先生（Alexander Wendt）所提出的理論為主軸，以較樂觀的實證舉證方式，從理念改變帶動權力與利益分配轉變的角度，來解析東協國家與國際社會結構的互動關係，並對其提出發展「安全共同體」意涵進行研究，並藉對東協安全機制組建與運作發展的相關議題研究，檢驗建構主義與主流學派看法的異同。
    1967年東南亞國家協會（ASEAN簡稱東協）成立，代表了東南亞國家對國家安全的認知的轉變，各國紛紛緩和或擱置與鄰國的衝突，將安定國家內部作為首要國家安全目標，這種歷史反省造成的安全思維轉變，是新現實主義難以解釋的現象。2003年10月17日在印尼峇里島舉行的第九屆東協元首高峰會，東協領袖通過東協「峇里第二和諧宣言」，以「東協安全共同體」、「東協經濟共同體」與「東協社會文化共同體」等三大支柱，期能仿效「歐盟」在2020年前建立成為「東南亞共同體」；這是東協自1967年成立後，首次確立將朝歐洲整合的模式邁進，將區域安全、經濟、社會文化全數納入原本鬆散、無政治軍事意涵的組織架構之下，其所擘劃的區域整合藍圖不可謂不大。東協在各強國勢力拉扯未平，各會員國自主性愈來愈強的時代，提出「東協共同體」的概念，這是用新現實主義權力與利益分配的觀點是難以周延解釋的，尤其是峇里第二和諧宣言的提出，也並非是水到渠成、順理成章，到底這種共同體概念是如何成形的，是為本論文研究的重要內容。
