    题名: 我國立法委員選擇常設委員會之研究－以第四屆立法委員為例

    摘要: 本研究利用文獻分析、調查研究及深入訪談法，以第四屆立法委員為例，探討我國立法院各常設委員會，在立法委員進行選擇參與時的冷、熱門程度，以及影響立法委員選擇參與常設委員會的因素為何？又在相關的影響變數中，筆者進一步以logit模型來分析哪一個變數的影響力最大。
    研究結果發現，「財政」、「經濟及能源」與「交通」等三個常設委員會是多數立法委員所急欲登記參加的熱門委員會，而「外交及僑務」、「司法」與「法制」委員會則是最不受到立法委員選擇參與的冷門委員會。另外，「政黨因素」、立法委員的「個人因素」及「選區因素」等，皆會對於立法委員選擇參與不同常設委員會造成不同的影響。其中影響立法委員選擇參與熱門常設委員會的最大因素是「擔任黨團幹部」，其次是「農漁業縣市選區」與「地方派系背景」，再者則為「擔任企業董監事」與「商業經歷背景」；而影響立法委員選擇參與冷門常設委員會的因素，則需視該常設委員會的職權性質而定。
