    摘要: 中國自1978年以來歷經數十年的改革與對外開放，由於採取適合國情的轉軌模式，因而在維持政權的穩固下創造經濟上顯著的成長與發展。然而，雙軌制度下的漸進式改革雖然在一方面建立起進入市場經濟前的基礎，但也在另一方面帶來許多體制上的弊病與缺失。金融體系為一國經濟發展的活水來源，中國政府在其財政能力於改革過程中必然衰退的情況下，仍透過國有銀行不斷補貼與保護原採取違反比較利益發展策略的國有企業，政策性氣味濃厚的放款也在國有銀行的財務報表上累積龐大的不良債權。體質孱弱的國有企業與國有銀行中介將在中國擁抱國際經濟前亟需解決的範疇。
